Rock Island City Hall (1528 3rd Ave.) will get a $2.25-million upgrade starting this March.
Fortunately, most of the renovations will be paid using $2 million in federal ARPA funds, with $225,000 coming from city surplus funds, according to the City Council agenda from Monday. Aldermen approved the project.

In October 2022, the City Council adopted the overall ARPA plan, which included a City Hall improvement project under the ARPA unrestricted funds category with a funding amount to be determined.
In March 2023, the City Hall project team issued a Request for Qualifications (RFQ) for architect and interior design services and selected Streamline Architects of East Moline for the project after interviewing four firms.

At the Aug. 14, 2023 meeting, City Council approved a proposal for design services using ARPA unrestricted funds in the amount of $52,800 for the next phase of the project. In September and October 2023, the City Hall Improvement project team worked with Streamline to determine the most cost-effective and most efficient approach to the project and ultimately decided that it would be most advantageous for the city to issue an RFQ for construction manager services.

An RFQ was issued in September 2023 and the city received three responses. Based on the final submittals and cost estimates and percentages provided, the city project team and Streamline conducted interviews with Estes Construction and Valley Construction and Rock Island-based Valley Construction was selected.

The overall scope of the project includes:
- Improvements to the 3rd Floor City Council Chambers, including the addition of a conference room, and carpeting and new, more comfortable seating in the council meeting room.
- Improvements to the 2nd Floor CED counter window and reception area that will provide for a better customer experience.
- Improvements to the Mayor, City Manager and City Clerk office suites, including an office for the City Attorney; and updated security and technology/AV equipment.

It is anticipated that construction will begin in March 2024 with completion in July 2024 (this is subject to change depending on lead time for construction materials).
